134TH CENTRAL NEW YORK GROUP

EMERGENCY SERVICES PROGRAM 2002

Focus: Information Collection, Communication, Analysis, and Dissemination Support

VISION: The 134th CNY Group and its squadrons will support federal, state, county, and local emergency services agencies (and military units when activated) for the purposes of saving lives, relieving human suffering, and preventing damage to property within its area of operations, or in any location to which the Group is deployed.

MISSION STATEMENT: The 134th CNY Group will collect Essential Elements of Information, assess that information and assign meaning to it, disseminate the resulting intelligence products, and recommend courses of action to the Incident Commander in our assigned Search and Rescue, Disaster Relief, Counter Drug, and Homeland Defense missions. The 134th CNY Group will also assist federal, state, county and local agencies at the scene of an airplane crash or other emergency situation as requested.

OBJECTIVES:

  1. Shift the Emergency Services Mission planning from a "threat-based" to a "capabilities-based" doctrine. Assess and anticipate the wide range of situations that could disrupt the normal functioning of our communities.
  2. Project CAP’s capabilities to all parts of the State/Region despite the absence of local established Mission Bases. Develop the combination of a long range capability with an expeditionary capability enabling the Group to set up, remain self sufficient, and operate out of emergency locations.
  3. Maintain continuous high-speed communications among all elements required to share information in near-real time. Mission planning, resource management, information collection and dissemination, and other "network-centric" operations will be supported by advanced communications systems such as Single Frame TV, digital photography, Internet and fax communications, the Automatic Position Reporting System (APRS), and other modes of wired and wireless networking.
  4. Develop solid working relationships with the local representatives of Federal and State Emergency Management Offices, including the Air and Army National Guard, and with County Offices of Emergency Management within the Central New York area of operations.
